Project Description

The Targeted Public Distribution System (TPDS) is an important social safety net for the poor. To improve efficiency and effectiveness of the entire system, the Department of Food & Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution, GoI, has engaged NISG to provide consultancy services in designing a comprehensive e-governance framework for the central and state levels, formulating a set of solutions to be implemented etc.

Given the complex nature of the assignment, it is proposed to implement it in two phases. During Phase 1 an ICT system will be established to enable the Department and the states to manage inventory, make allocations, track lifting against allocations, receive reports, generate MIS reports for decision making, use automated workflow for internal administration, and use a portal for increased transparency. A pilot project would be implemented in the Department at the central level and in 4 states upto the block level. The four selected states are: Assam, Chhattisgarh, Delhi and Andhra Pradesh. In every state, 3 districts in each state and all blocks in each district would be included in the pilot locations. The districts will be decided in consultation with the respective states. The pilot would be implemented for a period of 12 months by which time the states would be ready for a roll-out.
