Bangalore One (B1) Project

The Government of Karnataka (GoK) has been keen on providing integrated services to the citizens deploying the tools of Information and Communication Technology (ICT) so as to enhance speed, certainty, transparency and efficiency in providing various government services to the citizens through the concept of ‘One-Stop-Shop’. It has been decided to implement an Integrated Citizen Services Project called Bangalore-One (B1) on the lines of a similar project implemented elsewhere.
The implementation of a citizen-centric process like B1 is complex - involving the coordinated efforts of several agencies in a consistent manner. The Government of India and GoK have requested NISG to play a lead role in the implementation of the B1 Project.

The responsibilities of the various agencies in the implementation of B1 are described below.

Responsibilities of NISG
 
NISG will assume the responsibility of overall conceptualization, providing consultancy services to GoK and also fund some of the components of the projects in keeping with the overall policy of the ICTD project, currently under implementation by NISG.
   
Responsibilities of GoK
 
GoK plays a key role in the successful implementation of B1. The responsibilities of GoK include Approval of the Detailed Project Report, Policy decisions emanating from the DPR, Site preparation, Manpower deployment & training and co-ordination with the Govt. Deptts. amongst others.
 
Responsibilities of PPP Partner
 
B1 is proposed to be implemented in a Public Private Partnership (PPP) Model. The partner would be selected through an Open Bid Process. The business model will be based on a transaction-based service charge payable to the service partner. The service charges will be paid either by the participating departments or the citizens depending on the nature of the transaction. Keeping this broad structure in view, the responsibilities of the private partner to be selected are spelt out below :
 

Design, development, testing and installation of a secure, scalable Application Software system for B1

 

Procurement & installation of the Hardware and Networking

 

Setting up 15 Integrated Citizen Service Centers

  Providing integrated services to the citizens in conformance with a Service Level Agreement(SLA)
  Implementation of a comprehensive security policy in respect of the digital systems.
   
Current Status of the Project
 
The Bangalore one project has been succesfully launched on 2 April, 2005 with 14 service centers providing 24 different services to citizens of Bangalore. From BCC, BESCOM, BSNL, BWSSB, police, RTO, passport, stamps and registration - all these services are provided under one roof. The offical portal for Bangalore one is www.bangaloreone.gov.in
